HR Leadership Track
For HR directors, HR administrators, assistant superintendents, and superintendents who oversee HR responsibilities.
Focus areas: HR leadership judgment, board and superintendent communication, employee relations, collective bargaining awareness, investigations and complaint-process boundaries, licensed and classified HR systems, staffing, evaluation, discipline, documentation, risk awareness, and professional decision-making.
HR Specialist Track
For HR specialists, coordinators, assistants, confidential HR staff, and other employees supporting HR operations.
Focus areas: HR calendar and workflow management, recruitment and onboarding systems, HR records and confidentiality, leave tracking and communication, licensure and evaluation tracking, employee communications, role clarity and professional confidence, and supporting HR administrators effectively.

Clear Roles and Expectations
OSPA’s two programs, HrELP Academy and HR Mentor Network, are separate yet designed to work together to strengthen Oregon’s K-12 HR:
HrELP Academy: formal professional learning and coursework on the knowledge, laws, systems, and practices of K-12 HR.
OSPA HR Mentor Network: one-on-one mentoring and practical support as you apply that knowledge on the job.
Confidential, subject to legal, ethical, safety, and district reporting obligations
Independent of district policy, collective bargaining agreements, and legal counsel
A peer mentoring relationship, separate from supervision or evaluation
The program is not a source of legal advice. Participants remain responsible for working with district leadership and legal counsel when needed.
